How to load my test site with ip address?

I am tyring to setup my websites to load via the ip address as I don't want to setup a domain name(I just want to show it for some testing).

I am running a virtual machine(windows server 2016) on azure.

I added a simple index.html.

When I run it on the vm, it works.

When I try to connect outside of my vm i get "This site can’t be reached"

I tried add a firewall rule
