JavaScript reading file and creating new file

I would like a button that a user input a text file with data (below) and it is read and from the 2nd column there are requirements and if they fit the requirement then a new file (Group name (below)) is created with the whole line in it.

Requirement
Advanced Group: 85-100
Intermediate Group: 60-84
Standard Group: 0-59

Any numbers above 100 or is in the negatives (-) then nothing is created and an error message pops up.
