Building online services marketplace

I am designing to build a online serivces marketplace and i want to achieve something like below

There will be services registered in the system like cleaning, repairing etc. The providers will subscribe to those services. If any consumer requests an offer on the required service, it will throw out notifications to each subscriber of the service provider. The providers will bid on the offer and consumer will choose one of the offer ans lld they start a chat like communication, where they can discuss the offer in detail and finally agree or disagree.

Is there any framework or platform out their which can provide something like above? If not what would be the right way to build this system from strach?
