Web Base Application - With Smart TV Display

hello I want to build web base application, like picture above. There is more than one admin , only one super admin, data will be saved on hosting and the data will display on smart TV

-admin only edit and input some certain data ( super admin set this rule ) -super admin can edit , update and delete all data

in super admin menu has some feature menu, like: -show video -show web view -show only table view

for example, when super admin choose show video -> save, the video will automatically run on smart TV browser. When he choose "show only table view", the data table will display automatically on Smart TV browser

My question is it impossible, when super admin choose a option like above, and it will be run on the smart TV automatically ? Because I'm not using socket programming.

And if I put some AJAX program, so it will be refresh every second, I think that's not the best solution.

any solution ? please help me,
