How to generate local resource (.resx) files with batch/script VS 2012

I'm trying to generate .resx files from .ascx files. Exactly like in this question: Is it possoble to run 'Generate Local Resources Tool' programmatically?

But I'm using a Visual Studio 2012 and can't seem to be able to find macros. I read online that snippets are used now instead. Can this be used in a snippet as well? All the snippet tutorials that I've seen are XML only.

Any tips how to implement this?
