Webbrowser with just the webpage and not the ui?

Wouldn't it be cool if you have a browser application, you can hardcode a URL into and than use a website basically as a gui interface? So you could build a website as i said hardcode the URL into it the "browser app" and then deploy the file (as an .exe or something similar) which just opens the website and lets the user interface it like a normal program. Is there anything alike? If so is there any documentation out there? Thanks for your answers.
