Use proxy to open a webpage

how can I enter a webpage using my proxy? So I define my proxy IP, port, username and password and my program/chrome extension would enter that website using this proxy, so the IP is different. Is it possible to do it in JavsScript or do I have to do it in PHP? It's gonna be a chrome extension.
