.NET Web Api - all bearer/refresh tokens not valid after web application VS publish

I have a .NET web api app running on the server. It uses bearer/refresh tokens for authentication. Every time I publish file/s to the app using Visual Studio (bug fixes, updates...), the server clear all bearer/refresh tokens. Is there any way to prevent this behaviour?
