$_SERVER['PHP_SELF'] problems [duplicate]

I can't get $_SERVER['PHP_SELF'] to work properly.

action="<?php echo htmlspecialchars("$_SERVER['PHP_SELF']; ?>">

Whenever I check the page, I get the last two characters "> always showing up as text.

Is there something I am doing wrong?
