feature:install war does not start web server in karaf

I installed and started karaf 4.1.2. Karaf stated with out errors.

I am starting web server by installing war feature so that i can install my web archive in karaf.

feature:install war

I got below log statments in karaf.log.

I got proper log that pax web available at 8181, but port 8181 is not occupied and on connecting http://localhost:8181, site cannot reached error thrown in browser.
