For Web push notifications, how FCM supports more browsers compared to own push service

I am little confused about when I see browser support for web push notifications when using FCM and own push service.

My understanding - If push service is implemented by browsers, all browsers which supports/ implements push service should be supported irrespective if I use FCM or if I write my own push implementation to push the notifications. Then how the browser compatibility list changes ?
