What are the programs should I use to build a web application with pre-defined data?

I have a list of diseases with signs, symptoms and investigation findings. I want to build a web app where I'll have fields for signs, symptoms and investigation results inputs and based on the inputs, most probable diagnosis will appear as an output. Can anyone help me how can i build the database and program the search to get the most relevant result?

An example of the data may be like. Disease 1: Tuberculosis Symptoms: Cough, fever, weight loss Signs: Cachexia, hemoptyosis Investigation: MT test positive

Disease 2: Pneumonia Symptoms: Fever, cough Signs: Raises temperature, bronchial breath sound Investigation: Neutrophilic leukocytosis in CBC

Now, when someone inputs cough as symptoms, it'll give both TB and pneumonia as an output, but when it'll get cough, fever, bronchial breath sound,... it'll give pneumonia over TB as an output.

What are the programs should I use to manage these data and build a working search web application?
