Site for service configuration

I make a site with which I can configure the service on the local machine (only one file with list of settings). Just like a website on an Internet router. I was thinking of using classical web frameworks, but it's too cumbersome for such a small task. Are there any ready solutions to this problem? P.S. I cant use direct file access, because this is done for the user. And he can not understand the configuration file.
