Android App Serving Localhost Web Page

I need to develop an Android app that serves a localhost web page.

1) User installs the app;

2) User starts the app;

3) User opens Chrome and type http://localhost or a private IP address like http://172.168.0.2;

4) Chrome opens a web page controlled by the app.

Is this possible? How?
