Linux: chroot a SSH user but maintain (chrooted) superuser rights?

I need to set up a web server to create a new user (let it be myuser) and limit their access to /home/myuser, but also give them superuser rights so they can apt install any app only to their chrooted environment (without touching the Linux original app folder). Is that possible?
