Application doesn't show up properly on Regular Chrome unless it is in Incognito Mode

I just deployed my application into a server so it works properly fine and loads all the web components including Bootstrap in Incognito mode but it doesn't come up properly in regular chrome. Even in Firefox the app works as expected. I've cleared cache so many times but no luck. It looks like regular chrome doesn't support Bootstrap at all.Is there a way to fix this issue.
