which one is better for letting user add content, framework or cms?

I want to make a website which users can vote the items in some categories. and I need to prepare an option so the users can add items too, and these items should be available for others too to vote.

now I want to know if It's better to do my stuff using a CMS or writing the code myself in a framework. I have a little experience in mobile developing (medium knowledge of java and a little of python) but I'm completely new in web area. and beside this I need to show in the user profile page his votes too. so what framework or cms is better for my needs?
