ASP.NET Master Page dynamic with permission control

I wanted to create a Master Page with a Navigation the problem now is the navigation needs to be adjustable for each user, so that when its the user admin the navigation shows change pw, change email, add user, grant permission; but when it is a normal user he can just see the change email and change password navigation.

In addition i want that each user can give a certain page a name. Lets say A calls his subpage Kitchen then A can see in the navigation the subpage which displays as Kitchen and also can add another subpage which also gets in the navigation with the chosen name.

But when B opens the page the navigation shows the names for his subpage e.g. backyard or basement

Hope you can give me some tips how I can solve the problem
