After downloading html templates downloaded file does not have any graphics

so I downloaded the templates from web and When i open it from my downloaded folder website turns up to be like this! Ps I JUST RE INSTALLED WINDOWS! I installed flash player but it's all the same PS templates use html, css. and Js
