Apache owner of stored folders

How i can change owner in creating folder with php (apache)?

I set permission to ftp user and he can read and write ownership files and folders. But i have webpage, which using temporary files. Php create folder with name cache and set owner to www-data. Now if i login with ftpuser, which own parent folder, i don't have permissions to remove folder named cache, because owner is www-data.. I would like, that apache creating folder with owner owners parent directory. Somehow it's Possible? By the way, i will have more ftp users.
