utf8 turns gibberish after page submit (Firefox)

It is weird and I can't point out how and when it started to happen...
My page is written with utf-8. There is a submit button on the page. all works good on all browsers except for Firefox. When I submit, the page would reload with content looking like this:

×ישור דו×ר ××œ×§×˜×¨×•× ×™ חסר

I tried looking at the headers of the file, and they look the same...
Also FireBug, sees all that content as gibberish (title, content etc..), I can't trace where this is coming from. I must be doing something wrong, and I don't know what it is.
