Webdev enviroment/toolchain/setup on windows

I am used to do simple application development where i don't need more than my IDE.
I want to brush up my Webdev Frontend skills and while i am only going to do some simple stuff and play around I want a somewhat semiprofessional setup. Focus is on html/js and a little php.

I have some question that are mostly interconnected and therefore in on question. My so far planned tools are

  • a IDE (not shure which one yet (currently trying Sublime Text, PhpStorm, WebStorm),
  • a local WebServer (currently planning on XAMPP, or is there anything better?),
  • and some FTP Client for the actual deployment (FileZilla)

Is there anything important missing?

My main question is how do you setup your project structure?
Usually i have my project directory linked to some sort of source control and thats it. To do the same in a for my web dev enviroment i would have to put my project directory somewhere in the webserver which doesn't sound very good to me.

Do you use tools/scripts to deploy your work to your dev webserver, and if so which would you advise? Is there anything to automate the procedure, automatically deploying changes?
