How to create a web readable video broadcast

I'm a university student in a video association and we would like to broadcast stream on our campus. We need our broadcast not beeing accessible from outside the campus.
We would need the technology accessible from any navigator. Without any add-on
We used to use VLS (a VLC technology) to perform this (you were able to receive the data only if you were connected to the LAN and so registered in the campus network). But it's now an old technology and so we want now to try other one.

We could use http protocole, according to me it's unacceptable if too much person are connected to our server.
I think we should use a protocol like UDP but it's seem we can't make web and udp working together in Chrome...
I've heard that we could use youtube to perform this but I don't know exactly how.
