Can i learn HTML and CSS all by myself , without having any past experiences of any of the web languages?

If yes then,

1. What would be the best web resources and books i should look for?

2. After learning through HTML and CSS would i be able to create my own website without using any other tools?

I just know C++ and C language but no other languages.
