Ad popup system/framework/library? [on hold]

I don't want to recreate the wheel so:

I am looking for a library/system to create/manage ads popups on the website. Below are the few features I am looking for

1. Control the popup to appear on particular page.
2. Control the timing.
3. Popup design/html should be customizable.

It would be really helpful if you can suggest framework/library that can help achieve this.
