website which fits into browser viewport [on hold]

I want to creat a website which fits into any browsers viewport. it's home page should be like in image which attached. it's whole view port is a carousel slider with two controls, logo and menu like in the image. my main problem is how to fit my website within the view port even i resize the browser window(site is only for desktop view). cross browser support is expected(at least IE7+).
