Can I build MVC apps using Angularjs?

I'm starting to develop my degrees' final project, and I need to develop a web application, using MVC and JavaScript. What I'm searching for is if Angular.js can be used for MVC development, and also a IDE like the Spring tool suite to do it, hopefully an open source option(I looked at WebStorm, don't know if could work for this, and also it's not free...)
