Why does asp.net put action="./home.aspx" rather than action="home.aspx"

I can't figure this one out. When the page is rendered in one environment, it has a aspnetform action="./home.aspx", in another environment it renders correctly as action="home.aspx". Settings are the same as far as I can tell. What can cause this difference?
