How to create anonymous coments/post website?

I want to create a website similar to this one: http://ispovesti.com/ But with different idea. And I am kinda learning to code through building this website. I have made A concept for a website with css and HTML, but now I need someone to tell me how to build database and other things so that users can post anonymous posts. So, my question is what languages do I need for what am I trying to do and idea how to do it.
