Grab data from specific row in table (PHP)

Heyo! I need to grab some values from a specific table on my page and I want to store it in a variable. This is a screenshot of my rows:

When I click the pardon button, I want the "offender" value of that row to be stored in a variable and then I will continue on.

EDIT: To clarify, the offender value is the "Nubshub" and "Abody_M" columns.
