C# Quickbooks Web Connector can not build WCWebService

I have been trying to get the web connector to work. the error I get is a 500 internal error from web connector which I assume is because the service will not build. When i try to build the WCWebservice I get "Error 1 Could not load file or assembly 'Microsoft.WindowsAzure.ServiceRuntime, Version=2.2.0.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. The system cannot find the file specified."
