Frontend development advise [on hold]

I need an advice , I am a backend developer with some experience in PHP , Databases and JavaScript also I worked with ZF2 and a little in Backbone but I have almost no experience in web design.

I want to start creating some presentation websites with an admin interface where my clients can define some projects , their bussines and things that you want to sale ( offline selling ) , maybe a newsletter and so on. My question is what combinations of tools you recomended to learn and use for a fast and easy development of such basic projects if you have no web design experience because I don't wanna spend ten times more time with the web design than the backend structure.

When I am saying combination of tools I mean css , javascript and php frameworks which combines very well for small projects like mine.I want to learn to do it myself because I thing to use something like wordpress is not a good ideea for what I need so I am willing to learn web design because is the better way but I just need some advice about the best tools to learn and use for exactly what I need from someone with experience .
