Developing a web application [on hold]

I'm going to be developing a web application for my final year project at university soon, and was wondering what the best route is to go about this? Specifically what should I develop first? front-end HTML/CSS,JavaScript, then back-end database, then dynamic stuff like angularJS, Ajax, etc?
What i'm asking is what is a good general approach to developing a web application in terms of developing which end first for a simple web application? I also wanted to ask what a good beginner language to use for a back-end database would be for me to pick up quickly? Please take into account that I only have basic knowledge of some programming languages and have never developed a full web application before. Also I have only a couple months to do it.
