unable load assembly oracle data access version is unknown

I am trying build my project which has reference to oracle data access dll version 2.102.2.20 . and the same version specified in web config

<add assembly="Oracle.DataAccess, Version=2.102.2.20, Culture=neutral,
PublicKeyToken=89B483F429C47342"/>

but still build error is coming
