What is the application of WPF? Is it included web design?

I searched a lot but I could not answer my question. I know HTML, CSS and C#. I am working with Windows Form for two years. My question is that can I design a web site with WPF? somebody told me Silver Light provides web design tools. I want to know:

1. Is it possible to design the whole of a web site with WPF and upload it in my host?


2. If the answer of above question is NO, is it true for SilverLight?
