Responsiveness is either functional or non functional requirement of system???

My question is Responsiveness is either functional or non functional requirement of system??? I understand that Responsiveness of a website is satisfiability of user, so it is non-functional but also it is systems functionality so it is functional requirement too.I am confused because it may be one functional or nonfunctional. Guide me well. Thanks in advance!
