Is HTTPS safe from ISP's and the NSA?

When I do online banking, my browser says it is using HTTPS. As far as I can understand, my browser uses my bank's public key to encrypt the data. This is then decoded on my bank's server using their private key. Shouldn't using HTTPS be secure from anyone listening to the network?

Even if someone listening to the network knew the public key I was using to encrypt my data, they couldn't decrypt it without the private key right?
