Can I make a .exe file which on execution loads a web app?

I was wondering if its possible to create a .exe which on execution will launch my really small project? I have heard about frameworks like electron but since am new to web dev I would like to know if its beginner friendly? Am not much into JS yet so would it be an issue since its a JS framework, can it work with html and php code?
