Save web app locally on Android?

I want to locally save a web app for personal use. I don't want to create a native app, and I don't want to include my web app in a WebView because I want tabbing and other chrome features.

Instead I want to use file:// and then create a shortcut. However I'm getting ERR_ACCESS_DENIED from chrome. Is file:// completely denied or is there a certain directory where I should be placing my files?
