Open same link with different parameters

We create web app. In some stuation we open target blank link as

<a href="/Case/Details/49E2993FDB9545149ED85AA425FA3C5C" target="_blank" class="btn btn-success">Ətraflı</a>

This works normally. After that we call this link with other parameter as

<a href="/Case/Details/A3C5C3C5C993FDB9545149ED85AA425FA" target="_blank" class="btn btn-success">Ətraflı</a>

I want this link open in new tab, but this link refresh older, and get data by new parameter. I can't find any option on web. How can I restrict this option?
