https://youtu.be does not resolve

Hello I assist in running IT for a small library and we have an issue with youtu.be links I've been attempting to google the issue without resolution.

Very specifically it is only https links that cause the issue if I remove the https from the URL (all the shortened URL's from the service spit out in https though) it resolves to the correct video.

I can't tracert to the URL and when attempting to plug it into the web browser I get a hostname did not resolve error. We do have a DNS server on site (running windows server) and I checked our lookup zones and we don't have anything specific set for that URL that could be causing the issue

It's worth noting we do have a web filter in place however that web filter is setup to redirect you to an override page not prevent the hostname from resolving and it does that for any other URL's used that it blocks. I've also quadruple checked the filter settings and youtu.be is not blacklisted. However if the site was blocked then removing the http(s) from the URL should still prevent it from opening

Any assistance with this issue would be greatly appreciated
