How to develop tiles like Chrome WebStore

I want to have to tiles like the chrome store in a wordpress theme , are the tiles and hover effect possible ? I have looked at a lot of masonry and grid themes but none of theme suites my taste . What are the technologies required for this ? Is this HTML5 , CSS3 . How much can a developer grasp from the page source code for the new project.
