Web Based Activity Navigation Component

I am trying to implement a web navigation control which essentially, which can navigate left or right through a set of Div's. The intention is to demonstrate a process flow which the user can click though and each step in the process exposes hyperlinks which navigate to detail the steps.

Please, I need help to understand the best way to go about this? is there any framework that is well suited to this functionality, or can it be done natively in HTML5.
