Cause effect graphing technique implementation

I am trying to implement cause effect graphing technique. It will be a web based application. I am initial point right now. Please suggest me some useful tools or plugins for its implementation. I also want to draw decision entry table on the basis of cause effect graph.

Introduction: Cause Effect Graph is a black box testing technique that graphically illustrates the relationship between a given outcome and all the factors that influence the outcome. It is also known as Ishikawa diagram as it was invented by Kaoru Ishikawa or fish bone diagram because of the way it looks.
