what makes create-react-app not a framework but next.js/gatsby is one?

Can someone confirm/elaborate further with my understanding? Is it because Gatsby/next.js has a specific way for users to deliver content with React.js i.e via SSR SSG?

While create-react-app just set up the project, and it is agnostic in the way users want deliver it? Even if it is used as client side rendering, it doesn't stop us from making it SSR with own implementation.
