Is it possible to return where a user was scrolling on a page on multi-page apps?

Why is it hard/impossible to return to where you where scrolling on a list with multi-page apps? For example scrolling through some posts, you click on one but when you navigate back a page, you are sent to the top of the posts list, rather then where you where moments ago. I am kinda new to web-dev and always assumed you could just cache some value of where the user was on the page using cookies or something, although this video here says it's impossible or very hard.
