How to make a reveal text effect that follows you when you mouseover over images

I am trying to do this hover text effect on images, but I have not been successful. I'm totally new to this and I'm trying to find some tutorial to guide me with this text effect that follows when you do mouseover. If someone could help me I would appreciate it very much.
