How to create temporally local Form site and get value(s) from it [C# Console Application]?

Also I don't think this question needs code but if it needs I will include it

I have C# Console Application about Bank (like Console Bank) and I saw some applications (don't remember their names) create a temporally local site ("localhost:4774" or something like that) for login where you enter values in the Form field and after submitting it redirects to an application which shows that you have logged in.

Is it possible to make it using C#?
