What's the exact CSS to specify dark mode and light mode colors?

I've looked at some example CSS online that purports to specify dark mode colors in CSS however the examples do not seem to work in Firefox 78, which I am running. Nor does StackOverflow's alleged support for dark mode work either in my browser. Can someone please clarify what exactly I have to say in the CSS to specify both dark and light modes' colors?
