GAM Ads not delivering

As figured, my google ads manager are delivering, I have set the correct Ad Units to my line items, but still, the ads are not showing consistently. Some ad slots consistently are blank, one is inconsistently showing adsense. when i put the same tags + GTM on another domain it work. Please can you help
